The pressure relief needs replaced on my Ferroli 701 boiler. Do I need to drain the system down or can I do it when the pressure is at zero? Advice would be much appreciated.

The boiler is refusing to start up. As soon as the electricity is turned on Relay 4 on the PCB begins buzzing like crazy. Is it a faulty relay or is there another underlying cause? If it is simply the relay than can I repair or replace it or do I need a new PCB? I assume it would be...
