Definitely metal - magnet will stick to it. Also cleaned it up a bit (hoping it would say 'water' on the side :D) and noticed the fitting on the end, pic:

Not really an answer but I've had success twice by removing and replacing just the tap/gland (i.e. not the whole stop tap cos I always end up with the wrong size!! :oops: )
The only thing to watch is the depth of the replacement tap part, some are longer than others..

Water board recently replaced our stop tap in the street because flow in the house is poor (9 litre/min @ 2.5 bar). Street flow is 25 litre/min @ 2.5 bar. Unfortunately it made no difference.
Points pretty firmly to the problem...
