    The flat is at most 4 years old (a new build); and yes the NHBC 10 year guarantee is still in effect. However, (a) I'm not sure if this would cover a physical pipe blockage, and (b) to be quite honest we don't think their guarantee is worth the paper on which it's printed (prior experience)...
