My bedroom window is down on one side and cold air is coming in causing damp and mould. Please see picture. Is it the hinges that need replacing or is it something else.

What is the maximum layers of plaster i can have on a ceiling?
Currently there has been four layers but the old plaster is in a bad state so i want another two new skimmed plaster on top of the old.
I am worried if there are two many layers the ceiling won't be able to hold it.

I have painted ceilings but want to reskim them. What is the best way to do this, Remove all the paint and then skim or skim straight over the paint? If skimming over paint what is the best way to this?
