Hi thanks for your reply the warm start is not selected on the boiler. I have since found out that a dead leg in the hot water pipework could cause this. I have just moved a washing machine from the garage and this was hot and cold fill. The hot water pipework was cut back up to above ceiling...

Sounds as though its a slack wire in the lighting fittings or a defective 3 gang switch I doubt it is a fault in the consumer unit as it would affect all lights on that circuit. Check the red loop in wires in the ceiling rose and the black neutral loop wires. If it is affecting two lights then...
