Looking to replace a carpet in a hallway, with flooring that can be wiped clean, but the carpet muffles any echoey sounds from people coming and going, and tiled floors for instance have that echoey effect.

What is the best solution ?

Cushioned vinyl? Not totally silent though.

Thanks I assume that means it is vinyl boards or tiles that you can sort of squeeze a bit ?
Do you think it makes any difference if some acoustic underlay is added or won't that make a diff?

Any smooth surface such as tile or vinyl will reflect sound whereas a diffuse (random) surface such as carpet will tend to absorb or at least dissipate sound. So I think you are maybe fighting a losing battle on this one...
