The trap would usually have come with a plastic key that would fit into those notches. If that isn't available then use a screwdriver to tap it round.
That being said you don't really want to remove that as that is the section that holds the bottom of the trap onto the tray and provides the watertight seal, you would be in danger of breaking that seal. That and it won't give you any better access to the waste pipe.
My first attempt to clear that would be using a plunger pump.
