I have only ever worked on one auto-door closer. the two slotted screws will control the speed with which the door closes, the other will control the speed of the final section of closing.
The arm is (by design) difficult to move. Try screwing the unit to something, and then try to push the arm.

Should be quite stiff, but not completely rigid. Are you sure it's not just a lack of three Shredded Wheat for breakfast on your part? It is always a lot easier to move the lever arm once you have fitted the body of the closer onto the door

Arm is very stiff and difficult to move unless base is screwed down to timber .

This are normally incredibly stiff to move by hand , once fitted much easier
