You need to keep civil with your neighbours firstly cos it makes a more pleasant living environment and secondly, cos you have to declare any neighbour issues when you come to sell.
If it's not your hedge OR, you're renting yourself then it's up to you what you do, if anything.
Put a 6ft fence up.
Or the chaps loanword maybe.
 
My understanding is that no mark means it is not recorded on the deeds. There may be some other record, e.g. an exchange of correspondence between the parties.

Exactly my thoughts about who owns the land it grows on so whose hedge it is
also you need to check for any restrictions or covenants
whilst hedges are seldom micromanaged as plants they can be specifically covered in a covenant for example "no plant or dividing/demarcation boundary structure may be" -----with actual guidance like 3ft--unusual but not unheard off
