Mines above floor radiators. Each connected to a manifold. I use so off mini R2 flashed with Tasmota. On some I use zwave fibaro relays but they are two expensive in my opinion.
So you have an R2 on each of the motorised valves and a room temp sensor which switches them on and off. How do they communicate? Via a Z hub/gateway? I’m not smart system technology savvy but what is Tasmota?
I use a hub to communicate. But you could build it without. Tasmota firmware has its own rules based engine letting devices speak to each other without a hub.
