Elnur Gabarron Prossh 308 Storage Heater Charging Issue?

Hi all, sorry if this is super obvious and I've missed it in the manual.

I am renting and have just moved into a new property that has an Elnur Gabarron Prossh 308 storage heater. I turned it on and set the temp to 20. It is set to the default 24 hour charge day. Due to charge between midnight and 7am. But I'm not sure that it is actually charging. The bar at the right top of the display is constantly empty. Please see the photo attached. Does this mean I'm constantly paying on peak prices on my tariff? My electricity tariff has on peak and off peak pricing and the storage heater has both on peak and off peak switches. Both are on.

Any advice would be greatly appreciated. Thank you so much.

Start by checking both registers on your meter and see if they both increment. You might need to do this several times a day at first to get an idea of what is normal.
 
I did look at the instructions and will admit not that clear as to the setting, not sure if

is the state of some internal battery, as early Economy 7 switched off the supply during the day, so may need a back-up battery?

My meter shows 1762865241703.png or 1762865279701.png depending on if set to kWh or cost, and shows when my battery is charged, and when it ran out, and I can see at a glance when electric has been used, I only have 5 hours cheap rate, from 00:30 to 05:30 as I am using batteries and solar, but it does show what I am using.

I don't tend to use the smart meter display, as the solar panel one shows so much more. 1762865613446.png But I assume you don't have that option?

I will admit direct reading of the smart meter, I have never worked out how to read it, I use either the app, as shown, or the IHD (in home display) the latter is a bit useless, as it does not show battery state, but for you without an inverter and batteries it should help.

I do have instructions but there is nothing on what the bar in the right hand corner represents.

Today I've had the heater on low and the bar is going up - well, it's gone up one unit. Therefore, I'm assuming it's charging. But maybe this is the wrong assumption. I don't know why it might be charging in the day (on peak) and not overnight when it should be (the settings are set so off peak is set from midnight to 7am). This is what has got me confused.

@EFLImpudence The bar in the top right is empty all the time, apart from today when I've set the temp lower.

I have it switched on all the time, but the off peak isn't working. As soon as it hits midnight it's cold and turns off.
