She had only popped into the shops to get a bottle of milk, I can't understand it at all.
She has every right, as a US citizen to pop to the shops and stop in the street and observe folks.

It's a very poor argument though.
How would a normal US citizen find out about a confidential immigration raid and then tip off the intended targets. I think it's a good question. Unless you mean that by pipping her horn she was alerting people generally in the area.
