They had taken his only gun away. To answer your original question, no he was not armed when they shot him.

This is the moment when the officer in the grey top removes the gun from the victim's holster. The victim is clearly immobilised on his knees.

So you may want to live in a lawless society and have everyone walking around with guns threatening people including law enforcement officers, I don't want that, I prefer to live within the law where the law protects me.
But that's exactly what's not happening in America today.
 
Having watched a video, I think this might be the excessive force example @MNW67 has been looking for - timing of the shots. I think you have your "execution".

There is some suggestion online that the first shot was accidental.

That seems most likely now. Does that change things. It looks to me like the other agents were startled by an accidental shot and just started firing madly at the victim. Would that make it less of an 'execution'.

Indeed was watching him reading the last rights to a serviceman killed in action.

Shameful what is going on out there. I felt the last incident borderline, but this is just wrong. These ICE agents should be locked up. I completely disagree with the idiots bouncing off cars trying to get 'run over' and chucking ice or snow at authorities they should be arrested. But to be shot in the head for doing what?

We all know that actual reasons behind all of this, it's all about the voters in Democratic states.

However i do agree with Trump on his imigration policy.

In his defence, while I have no experience of it, I imagine a face full of pepper spray would make you like that.
So you believe that law enforcement agencies/state militia use pepper spray to cause the victim to become violent?

So that they can then execute them?

Funny that, since spray/tasers are promoted as effective 'non lethal' alternatives!

There are very conflicting reports about how this played out. Some are asserting his weapon was never drawn. Still, at least we have ICE body cam footage to see the reality. Oh wait ...
 
There was certainly a scuffle to relieve him of his fire arm and there is no question he resisted and interfered with the ICE officer's pursuit of the woman.

Some reports say 9 shots were fired. the first was less than half a second after the gun was taken. but the last 3+ there was quite a pause.

No investigation it seems - so this will go to 4th amendment civil rights claim - excessive force.
