Drainage issue. Unknown drain.

Can anyone advise what this type of drain is and why there is no where for the water to go. Is it a sealed chamber, which was full of the pile of mud. I have cleared it out and surprisingly hit the bottom. I am unsure of it's purpose as that can clearly not hold much water. The area next to the house floods all the time and don't know if they are linked. Thanks

No. There is a black cap near the top and a pipe about half way, which from the angle feels like it allows water to run into it, not out.
