Generally they unscrew. If you look under the sink you should see if the bar is spinning with the plug itself, if it is you need to stop the bar from spinning and just the plug top is rotating.

I would just check first, it depends on how it is fitted, some have a 90 deg bar that fastens onto the up piece and some are just all one, if you are turning the plug and it just keeps going, it sounds like the whole attachment is spinning with the plug instead of the plug just being spun to come off the thread.
