There's no way it'll comply with permitted development rules. The limit is 2.5m so unless it was for midgets before it'll now be well over. If its bigger than 30m2 then building regs will also apply. The problem is that the council is pretty toothless and don't really enforce minor breaches...

Mine didn't, and I used 47mm boxes. I had to cut the rear plasterboard away, which is actually quite tricky when working from the front through the hole.

Junction box is the easy way. Just connect up the battens to the existing supply. LEDs are very low power so you could theoretically connect up loads off one switch before over rating it. I put up 4 4ft led battens in my garage. The light output is great. They were about £25 each.
