    Yes you do. New means new - not there before. There is nothing saying you cannot have a 'new' (there you go; I knew you knew) connection for a hob without replacing a consumer unit.

    https://www.legislation.gov.uk/uksi/2010/2214/regulation/12 That is the actual law (in England) and that is all it says. So, what do you think? It is not (b) or (c) so is it a new circuit? You may decide just as well as anyone else.

    Yes. When you say cooker, do you mean oven? If so it would be better (though not critical) the other way round - 6mm² to hob and 4mm² to oven.

    It won't draw that much when all the elements are cycling off and on (more off than on). The formula we use to calculate the diversity is - 10000 / 240 = 41.66A (the 6mm² can handle that anyway) 41.66 - 10 = 31.66 x 0,3 = 9.5 + 10 = 19.5A. The circuit could handle 20kW.
