Consumer board position and extra fuse

1. Existing c u is tight to the ceiling, can new one go in same place.
2. I live in a 2nd floor flat, meter is on ground floor with main 80 amp fuse close by do I need another fuse

Just to add main fuse is zfter the meter this is in addition to dno fuse
Yes, you will have to keep it.

It is not really necessary but there is a silly rule by the DNO.
 
Am I correct that when new c u being installed there's only the customers (mine) 80 amp fuse that needs pulling and not the dno supply fuse
 
Yes on the main supply yhat runs from the meter and a switch on the signal cable that feeds the E7 contactor
