    If its already been painted, Bedec Multi surface paint is a good option. Lead is one of those surfaces that doesn't like being painted with conventional paints, it soon flakes off. Ive used hammerite before to good effect aslo.

    Doesn't matter how you do it, as long as it stays open and cant be shut then its ok. It should be sleeved through the cavity as well so it is direct to the outside. This is to stop cavity wall insulation from blocking it.

    The vent in the living room has to be one that cannot be shut off. Any fire that is over 5kw would need one, Less than 5kw then you don't have to have one but it may still be fitted.

    White spirit or turps wont shift a water based paint. As Nige F has stated maybe touch in with black gloss. I usually paint older faded plastic rainwater pipes/gutters etc with one coat of thinned oil based gloss and it dries like a mirror. It wont come off either.

    Never listen to what the staff at B&Q say, they are not trained painters !! With good prep, painting over oil painted woodwork is perfectly possible.     Use Zinsser Gardz instead of the bin after it has been rubbed down thoroughly, then back on with your chosen finish, may need a couple of coats to make it solid.

    They are rain proof in 20 minutes, The Dulux is about 5 -8 years. When you get a couple of coats on its a nice finish.
