Zinnsser coverstain & Nicotine

Hi, I've got to Decorate a room that's got heavy nicotine stains on the ceilings, walls and white work. I've bought some coverstain but never used it before. Just wondered what the concensus was on preparation and do I need to wash down first and if so would that be sugar soap or is there something else I should use?

Very expensive but you only need to brush off loose deposits not wash endlessly.

Or you can use waterbased Zinsser Bullseye 123 +, this can cover soot and nicotine.
