    If its new plaster then don't paint it with anything. Size the wall first and apply the paper in the normal way. As its on new plaster this will strip easy next time round.

    Looks like it could be an MDF sill. I would give it a coat of oil based undercoat to start with and flat back on top of that prior to putting anything else on it.

    I would sand everything down. Apply a coat of Zinsser Gardz to the ceiling. This will seal it to allow any kind of paint to go on without anything peeling off afterwards.

    Zinsser Bullseye 123 is an adhesion primer that will stick to the tiles shiny surface, When dry anything can be painted on top of it.

    If it seems pretty sound, just sand down and coat with the Zinsser 123. No need to take any paint off.

    I have always used 50% turps mixed with 50% linseed oil. This works great and they stay dead flat. Anything you put on will darken the bricks slightly anyway.

    I personally wouldn't thin it. If it seems a little thick, stand the tin in some hot water for half an hour, this will make it flow easier without thinning it or destroying its covering properties.

    No problem leaving the Zinsser till the day after. Better give two coats of gloss, thinned. Couple of days apart. At this time of year you only have a four hour window to gloss. After 10 am in morning and no later than about 2.30 ish in the afternoon as the dew will start to fall.
