Repainting Ceiling

Hi guys

In my bathroom, it seems previous owner didnt do under coat anywhere. So in bathroom you can see paint is peeling on one side only probably from steam etc.

What is best way to re-paint the ceiling? Sand it down roughly then apply few mist coats then final coat or would i need to completely remove the old paint?
 
You only have undercoat on wood. Walls and ceilings have a watered down emulsion coat applied first to seal the dust in, and then you paint a normal coat on. Try scraping the lose paint off first, and then use sandpaper, and finally fine sandpaper to smooth down the paint edges, wipe down to get rid of the dust, and then paint with a mould resistant paint. And make sure that you have adequate ventilation in the bathroom to help in the future.
 
I would sand everything down. Apply a coat of Zinsser Gardz to the ceiling. This will seal it to allow any kind of paint to go on without anything peeling off afterwards.
