    Not sure about the planning laws, but deeds also can incorporate restrictions. Just curious, why would you want to build the wall? Seems anti-social, and also a trip hazard when you come home from the pub ;).

    Round our way they've been replacing water meters. The low pressure light in our shower now comes on intermittently. That may have no connection to the meter replacement, and I suspect the companies may have reduced pressure to help conserve low water supplies nationally.

    There are two other items visible like the one you have arrowed. Is there another similar one nearby, hidden under that wiring sheath ? I'm thinking four similar components could be a rectifier bridge. If so, the flashing near that one could indicate a faulty diode or a poor connection to it...

    Are you sure you are detecting heat loss via convection, rather than conduction? Water-filled metal pipes will be quite good at conducting heat from a hot cylinder to a cool boiler. The heat flow may be unequal in the flow and return pipes due to diferences in length, bends, insulation, hence...

    I'm grasping at straws here. In a hot water cylinder the water at the top is usually warmer than at the bottom. If the pump and boiler are inactive, the water at the top cools a bit faster than the water at the bottom (loss of heat being proportional to temperature excess) and so will sink...
