What’s the best thing to prep a painted wall with blutak stains on please ?

Hi Im putting some T & K brackets on a brick wall to secure a pole and aerial, the brickwork a good hard brick (not soft red) and ill be using anchor bolts, i just want to know how big the hole should be drilled for a 10mm anchor bolt? 10mm? bigger?
