DO shut the power off at the mains. If someone has wired the switch incorrectly then the fitting could still be live, also power will also be present in the ceiling rose even with the light switch turned off.

I would run conduit or trunking first, it will save lots of problems later if you need to run a new wire. A new wire or a replacement can then simply be pulled through - in theory! Adam
