    To test the resistance of a rod to ground you need a special type of meter with two more rods. It isn't really necessary when a Ze (or Ra) test can be carried out with an earth fault loop impedance tester. A multimeter is neither of these.

    As it is only for milliseconds the power dissipated by the resistor (old wylex RCDs are somewhere in the region of 1.8KΩ) is very low, it shouldn't get chance to warm up. It is only when it the RCD fails that the resistor gets toasty and bad things happen.

    I'm not 100% sure with this but likelihood is the meter has a relay in it (with dry contacts*) for the off peak switching so when the off peak is active the relay is closed thus completing the circuit. The link to the neutral block will complete the circuit. The advantage being with dry relay...

    Yes, it is a contactor for the off peak supply. The time switching will be done by the meter (switching the neutral wire on the left).

    Table 4D5 is for normal twin and earth. Also if you are in a workshop using power tools it isn't a good idea to have lights on the same 30mA RCD (assuming that's what your 6A MCBs are for), if the RCD trips you may end up in darkness.     Can you provide photos? I always wondered if arranging the conductors so the earth wire in the 3c+e is between the sw live (to the lamp) and other two conductors will make any odds.

    I don't know of any off the shelf two way switches with a neon. I know you can get grid systems or an additional back plate with neon.

    I'm pretty sure I have seen some charts (Merlin Gerin / Schneider) which do allow full discrimination of certain MCBs but iirc I think it depends on fault current.
