Is this a new istallation ? Has the hot water ever worked ?.......If yes and no....Check the cold main and D.H.W outlet are not crossed.Check if red L.E.D is illuminated on hall effect sensor on top of inlet valve is on when dhw is in demand.

What pilot ? Take the casing off and see if it ignites and holds,if it does it will be the casing restricting the the knob,ie not depressing the "mag valve" enough to "make" If this is the case simply slide a couple of washers over the gas tap shaft before replacing the control knob,this...
