Boiler has no life in it

hi, i have a baxi duo tec HE 28 and it is not showing any sign of life. i have a 240v at the boiler however the boiler is not showing any power, could this be the main PCB or would i still get some evidence of power, display lights or error codes if it was the PCB. are they any checks i can do with a meter to determine wether it is the PCB or possibly to eliminate the PCB.

any help would be much appreciated
 
The terminal block on the boiler is fused two 2aml L and N
 
Hi Baxman,
i have checked both sides of the fuse with my meter and all seems ok i get 240v this is when the selector switch is in 0 position if i select heating and water the vovlave drops from 240v to 6v, not sure why this is. my boiler is not showing any sign of life no ticking,clicking pumps or fans running or no lights illuminated.
