Boiler set to 70 degrees the boiler in garage

The hot water cylinder is set at 60, the hot water set to run for one hour after the hour I check the stat move it back and it clicks at 40 never seems to reach 60, the cylinder stat was tested buy the plumber so should work, only when I use the immersion the pipe at the top gets hotter

Yes the hot water was running for the full 50mins then I checked the hot water thermostat and i lowered it and it clicked at 40 but it was set at 60, doesn’t ever seem to reach 60, also is there any benefit in a mega flow system or is it best to just change the tank for a newer one thanks
