New roof, no collar around flue just felt patched on

Hi hall recently had a new flat felt roof fitter but the roofer didn’t put a rubber collar around the boiler flue he just glued on the felt, previously a rubber collar was fitted so the boiler flue could be removed for servicing etc, now the felt has been glued on it can’t be removed, the roofer boss is coming back to have a look and see what he can do, what’s the best thing, maybe remove felt and install collar? Any advice would be great thank you

Fit a storm collar at the bottom of the flue.
No need to remove anything.
Quite sure your roofer will know that.
 
Mine has been done like yours 20 years ago and is still perfect.
Adding the storm collar on top of the felt surely won't hurt.
