    I'm not treading on toes blue moon, but if it is under gassed you would have a working pressure of something as it hits zero it is a blockage simples, the pipe mihght be undersized yes but it will reg something if not blocked!

    You can buy a negative head whole hose pump to boost the system you have saves ripping out the boiler and taps seems you have just brought the flat, they do generate a bit of noise but go for a quality one like Stuart turner and there not to bad just a idea to add to the mix.

    I could tell you in one second what it is but it's gas related so need to get your installer back to sort it he should be able to fix if not, get a rgi out that can and charge the installer. Oh just so you know its not the boilers fault it's install fault and don't think the pipe size is a issue

    To be fair I would cost it on the phone to repair it if you know the fault, this is were you cone unstuck Joe if you know the fault you can get the cost from the repair man if you don't you have to pay to have it diagnosed.
