    You could install a Pull cord fan. Just leave it off at the switch when not in use and use the pull cord to operate the shutters when suits.

    Are you sure the neutral is connected on the correct side (RCD side) of the consumer unit?

    Most likely this, try unloosening the fixings slightly, you may have warped the mould of the fan, mis shaping it slightly.

    metal and plasterboard boxes will work just the same. Just ensure they are the deeper ones, 35mm ( i think).

    Its good practice to earth the backbox but if one of the screw lugs is fixed ( normally atleast one is loose to allow for levelling the socket) then its not critical.

    Yes, ensure the power is off though :lol: Take pictures of the connections and mark the cables. The problem you may have is thats a double box and standard 2 gang switches only use a 1 gang box. You may have to buy a 3 gang grid light switch and blank one of the holes off.

    Earth wire at ceiling rose - odd tester reaction

    The volt pens aren't great for testing for live. Chances are its not live and its just picking up static/magnetic field. To be sure you should invest in a multimeter or test lamps.
