    locked windows - no key

If you can't find the correct keys the only option would be to force the lock using a screwdriver. You will then be able to remove the handles and fit new ones.

    positive propaganda

Totally agree. It's a sad place we live in today. The problem as I see it is kids have got no one teaching them respect. Teachers are afraid to even raise their voice at a kid. Cops are pretty much the same. We were having problems with kids hanging around an alley way near our house...

    Leaking Roof!

Not really given a lot to go off there. Could be broken/loose tiles, a ridge tile may have come off. Is the roof butted up against a wall? If so the lead flashing may have failed. To give you a better idea of what is wrong you need to check the roof in the area where the ceiling is damp...

    drilling into paving slabs

Difficult to say really, a paving slab is not very thick and they also crack easily. I was thinking of frame fixings but even the smallest ones will be useless. The problem with an anchor fixing is it will probably just crack the slab, so I guess you are pretty much stuck with using rawlplugs...

    drilling into paving slabs

Borrow a decent SDS drill if you can, this will make light work of the job. I would think about using a more robust fixing than brown plugs though.

    Yuk!

Slightly OT. I used to work in Warrington, the boss sent me to get some stuff from the local Staples, this used to be on Cockhedge Lane. Upon getting back to the office I checked the till receipt, whoever programmed the tills must have had a sense of humour, the address read Cockhead Lane
