boiler comes on and off to suit itself even when clock(mech) is off , and temp wont reduce on boiler stat.

this tells me that u either dont have a sufficient bypass on the system or one or more of your trvs are not bidirectional and are on the wrong side of radiator(s).

first thing to get sorted is the gas pipe supplying the boiler.once thats done you can then see what the performance is.
