heating wont work unless hot tap opened first.then close tap and heating then works.

I cannot remember this cheapo boiler very well but typically it would be a system flow switch not quite being activated by a blocked or failing pump or blockage/restriction in the CH circuit.
Few people are experts on this make as they seem to have lost their way in the market place. At one time there were known as "fit and forget" boilers and accounted for every third boiler in Brum although virtually unknown in the rest of the country.

does the flow meter depict whats calling for heat. could this be the fault.
