    I would say you should be ok to paint over it after the scratch down. However, I'd consider an undercoat before the gloss. Or if you don't want to undercoat consider a Satinwood instead of the gloss.

    To fix it properly, you'd be best off ripping out anything that is wet or damp, and replastering. Perhaps some foam insulation might help also. Using damp proof paint would be a temporary fix only.

    Well, if it is a reasonably smooth surface, I'd use a roller on it to be honest. It is quicker. If you give it the right attention and right amount of coats with a suitable exterior emulsion, it should be fine.
