I would say you should be ok to paint over it after the scratch down. However, I'd consider an undercoat before the gloss. Or if you don't want to undercoat consider a Satinwood instead of the gloss.

To fix it properly, you'd be best off ripping out anything that is wet or damp, and replastering. Perhaps some foam insulation might help also. Using damp proof paint would be a temporary fix only.

In my opinion, I'd stay well away from Chrome. It's always working so hard in the background, gathering your info and targeting you appropriately and accordingly. It uses up RAM and puts pressure on your machine and its fan. I'd stay with Firefox. Just my opinion
