    Ok, so my research seems to indicate that tiling straight onto the 'rough' plaster should be fine. But I have seen several mentions of a need to 'seal' the plaster, so not too much adhesive qualities are absorbed into the wall. A google for 'wall sealer' has turned up little that looks...
