Slabs won't retain water for a long period of time, they will absorb it and soak it away eventually. No problem at all putting it on concrete slabs as long as you secrue the frame to them.

Between 5mm - 10mm is the usual spacing. But then as already said it depends on the type of board you have. Some will shrink and expand much more that others. It will also depend on whether thay are still wet from weatherproofing when being laid.
