    Probably because when the pressure relief valve(overflow) has opened in the past it hasnt closed fully due to carp on the seating, best get a new one, and also as C M says, check the expansion vessels not boogered. :)

    Yes, you can fit a syphon which has a shorter column which then will let it overflow internally down the pan. You then need to get a stopper to block up the hole where your old overflow exited the cistern.
