    If you have tried to isolate through the gate valve then it may have broke on you leaving the gate partially closed? If the handle just turns and turns then you need to replace the valve.

    Get a pot of solvent cement made by Black Swan. Instead of a brush being attached to the lid they have like a round sponge which is much better, you can apply more glue without having to keep dipping in the pot! You should be able to buy from a local plumbers merchants easy enough.

    PTFE is annoying. Loctite 55 for threads, i.e rad valves etc. Boss Universal for compression fittings.

    Yeah the seal between your ball valve and cistern has failed. It might not be tight enough, so you could give it a nip with a adj spanner, that'll probably do the trick. Put spanner on white nut, hold ball valve, tighten with spanner. If not you'll have to inspect further, probably change...
