The 'Gunge' must have been an attempt to seal it. The T&E was snapable all along its length!!! BAS was on an RCD!!! That is what i could not work out, tested the RCD and it is fine?!?!?!?!???!?!?!!? The only thing i can think is that the 'gunk' was sufficiently sealing the cable to stop it...
