I was wondering if plumbing merchants sells the key that can be used to turn off the modern plastic stopcock valve installed by the water board outside my property just before the meter. Or do i have to ring the water board and try to get them out? What are the chances of getting them out?

Good evening, I have a little leak from the underside of a radiator drain valve. I think the water is coming from the drain bit. Is it possible that a screw is loose or is it more likely to be a worn out washer? Also would i need to drain the system to repair either fault? Many Thanks
