    Right, turned off everything on consumer unit, noise still there. - could be plumbing/HW cylinder? (It is a constant high pitch whine that is there regardless of if CH/HW is on or not though) - could be smoke alarms (wired, but with battery backup) - could be boiler timer control unit...

    No dimmer switches in house. Electrical wiring by itself wouldn't make a noise? Thought maybe a transformer or switched mode job, though it is a high pitch noise not low 50hz hum. Might nock everything off tomorrow when missus is out the house.

    Update - I took a punt and ordered a new rocker switch. It is now working correctly. So either the switch and PCB had gone, or just the switch. Maybe the LED part went, who knows. No way to really test that with DMM.

    Update - ordered new design PCB off ebay. It's arrived and I've fitted it... ...and it still doesn't work. It sounds like it is in constant lo speed now (though I could be wrong). The hi lo switch still does nothing, and the neon is not lit. Maybe it is/was the switch after all?
