take the old render off inspect the bricks patch with strong mortar holes if any even repoint deep holes and new render on top job done

Move the gravel to the sides take some soil also depend how many gravel is there put some membrane,hardcore compress everything , mortar on each side paving blocks let them stay for day and then to the middle part just put some sand level and paving blocks easy job
