As I read the instructions the bell timer is how long the bell rings for. Put the fuse back in a couple of hours ago so we don’t have a disturbed night.

Now you have got that far I suggest taking the light fully out of the ceiling so you can get hold of it properly. You may find a makers name on it. The ring you are trying to remove is a bezel and there appears to be at least one retaining spring missing.
