Might be easier in the future to get a meter installed, then if you dont use any water , you wont get a bill.

You would be able to just Tee into the flow and return near to the existing boiler and put some gate valves on both boilers so you can isolate either one .

How about getting an infra red thermometer (about £30) and trying to locate the hottest area of the wall where the water would be leaking from ?

I had this fault on a powermax and it turned out to be the built in programmer not switching. Had to replace it .

It could be the ballofix valves are the restriction. Fit full bore valves.

Are you sure it has been connected up correctly . ie hot and cold pipe the right way round . check that the hot pipe is connected to the side with the red dot on it. Its an easy mistake to assume that the old one was connected the same way.

if you;re just capping off the washing machine valves then you will need 3/4" iron caps and some ptfe tape .
