    I am trying to get the local electricity board out to upgrade my electricity supply to 100A and get an isolation switch installed so that i can have a second consumer unit fitted for my shower. Is there anything else i need to ask the electricty board to do? Do i need a junction box or something...

    I think you're talking about a double pole switch? Sure, you can get these from loads of places. My Grans house has this arrangement however she had it converted from one switch for both, to two separate switches like you have, because the fan was a bit noisey at 2 am in the morning apparently!

AFAIK the lockshield should be on the input pipe and is used to balance the system (to limit the water flow into the rad) and the output pipe should have the thermostatic valve on it so you can fine tune the flow of water...
