    On our Stoves range the bog standard non-fan non-timer oven works without a functioning clock, but the fan oven which can be set for cooking times etc doesn’t. My money is on you needing a new clock/timer.

    The road tax runs out on 1st Feb next year, so it'll actually expire on the 31st Jan next year. If a car is already taxed then you can buy the next tax within a couple of weeks before the old one runs out. Thus I reckon a new one was bought during Jan 2019 to expire at the end of Jan 2020...

    14mm won't be very strong. It might dip when you stand on it. I can't see any reason you couldn't use cement - it's just putting back what's already there, albeit a bit thinner.
