    If it is a gravity type system you'll probably find it's a stuck pump; I believe someone mentioned that there is an FAQ on how to spin a pump to get it going; but have not checked myself... So it may be worth you doing that.

    I would suggest your system needs balancing although it's not an easy task with TRVs, so get someone competent to do it... Either that or the installer has put in a boiler that is too small for the property - But balancing should sort it out in anycase.
