    If that is a door, there should be an end panel/fillet to accommodate the skirting. Anyhow, if you can't do that, leave it without skirting and finish it as best as you can. The only skirting that can be cut straight without a mitre is the square profile which is not your case.

    BC doesn't need contacting. Check the lease of your flat, just in case it's got some restrictions on the kind of floor you can install, although I have only seen restrictions regarding hard floor which you already have, so it should be fine.

    No, you're selling, so get them down and forget about it. Besides, if the floorboards are solid, the tiles don't move. I've taken up 40 year old tiles stuck on floorboards and they were perfectly fine. Modern adhesive doesn't seem to last as long.
